Herzog is said to embed mystical or occult references in his movies. He is an avid fan of Stanley Kubrick as well. Kubrick’s film “The Shining” contains references to MK Ultra.

As you say, there’s something wrong with Herzog, who, as indicated in My Best Fiend, not only had a close relationship with Kinski but actually made a film showcasing their psychotic interactions. Herzog’s films often concern horror–not only vampires, for example, but also wild places from the bears that will eat you in Grizzly Man to the forest that will swallow you in Aguirre. Even my favorite, Der Grosse Ekstase des Walter Steiners, concerns dread, as the great ski jumper faces his fear of death.
MK-ULTRA depends on programming primal fear into a subject during a hypnotic session, with drugs, in order to create amnesic walls. Did you ever dream you were facing a black space with something terrifying inside it? Frank Herbert touches on this in Dune.
In that regard, The Shining, which you mention, seems highly relevant. When I was a young teenager, many of my classmates were programmed to The Shining. They thought it was the scariest movie ever, unbelievably terrifying. However, I was not programmed to it, so I never found it scary. It seems interesting that The Shining treats demonic possession. MK-ULTRA is not only run by satanists, but it is all about taking over our minds–i.e. possession.
Other Kubrick films worth noting are (i) Clockwork Orange, regarding the programming of rape, (ii) Eyes Wide Shut, regarding Illuminati gatherings, (iii) Dr. Strangelove, regarding Nazis in the federal government, and (iv) 2001: Space Odyssey, regarding the fake space program and computers that run our lives and seek to kill us.
