Manhattan also flouts the law, while it provides a safe haven for foreign criminals.

The Biden-Harris Administration released a criminal illegal alien, Daniel Hernandez-Martinez, into the United States, he went to the sanctuary city of New York, and he committed two dozen criminal offenses in only six months.
He is a member of the Tren de Aragua Gang, whom Biden, Harris, and Mayorkas have let into our country.
He was arrested six times for fourteen crimes, and released by city authorities, twice, during his first two months.
