And if the Russians or the Chinese noticed the thing, they’re not sharing their research.
All of these agencies are deeply involved in weather modification, which led long ago to the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques (ENMOD).
Using ionospheric heaters like EISCAT 3-D, which is more than one hundred times (100x) the strength of HAARP, they say they know nothing about the strange phenomenon that appears in the arctic sky.
